Christopher Filburn

Christopher Filburn is an Assistant Attorney General in the New York State Office of the Attorney General’s Bureau of Consumer Frauds and Protection. His practice focuses on promoting financial justice and economic fairness in matters related to banking, consumer lending, and payments. Chris serves as lead attorney in some of the Bureau’s most complex cases. In his investigations practice, Chris actively monitors new and emerging developments at the intersection of finance and technology, such as neobanks and other alternatives to brick-and-mortar banking, rent-a-bank lending, and income-based advances. Chris also frequently represents the Bureau in its cooperative efforts with federal regulatory partners and regularly collaborates with the Office’s legislative affairs bureau to assess and advise on proposed state and federal legislation and new regulations.
